The Community Standards Bylaw regulates noise in the community. Noise is sound that disturbs your peace, comfort, or rest, or affects the safety or health of citizens. 
The response when Artspace members phoned in complaints, even when the air raid siren was being used: "picketers are allowed to make noise."

Are there two sets of laws?  One for unions, one for their victims?  Are some more equal than others?
